Test done using VirtualBox 4.2.16 and the Xubuntu ISO found here:

After selecting Chinese (Traditional) and "試用Xubuntu" (Try Xubuntu), Xubuntu starts with the interface mostly in traditional Chinese.
However, some programs are listed in English in the XFCE main menu:
- Web Browser
- Mail Reader
- Pidgin Internet Messenger
- Terminal Emulator
- Contribute to Xubuntu
- Xubuntu Website
- Calculator
- Character Map
- Document Viewer
- GIMP Image Editor
- PulseAudio Volume Control
- Ubuntu Software Center
However:
- Web Browser launches Firefox in traditional Chinese (OK)
- Terminal Emulator launches the Terminal in traditional Chinese (OK)
- Contribute to Xubuntu and Xubuntu Website launch an English website (which is kind of OK)
- Mail Reader launches Thunderbird in English (Not OK)
- Pidgin Internet Messenger launches Piding in English (Not OK)
- Ubuntu Software Center launches Ubuntu Software Center in English (Not OK)
- GIMP Image Editor launches GIMP in English (Not OK)
- Calculator launches the calculator in English (Not OK)
- Character Map launches the software in English (Not OK)
- Document Viewer launches the software in English (Not OK)
- PulseAudio Volume Control launches the software in English (Not OK)
