This issue was explored following a test of a new version of exim4 that addressed
the original issue in this bug report.

The new issue is that when the exim4 daemon is stopped the first time after the
installation is completed, there is a long pause because the process has inherited
the 'trap "" TERM' setting for base-config. The pause is equal to the --retry
timeout for start-stop-daemon.
