I have the very same problem with evolution-2.22.0-0ubuntu2 but not only through "mailto:" links in firefox or other software.

Evolution just *never* does use my "bcc" setting (neither does he use my cc: setting), may I create a new email or reply to an existing one.

This bug is very similar, so is it the same bug or should I open a new one ?
