I have used CACert, and their policies appear to be comparable to Thawte's.
They make you get your id verified before you can get a cert with your name in it.
I do not see what the real problem is with putting cacert's root certificate in
mozilla/nss by default.
BTW, they are working on making a CPS now. See the CA Cert mailing lists for
