My only comment with regards to this is that "users" should be people like
Network Administrators or IT professionals. No offence, but I highly doubt that
the average user would know enough about PKI to be able to handle a system like
that.
However, I do agree that a "Mozilla deployment toolkit" is a great idea.
Microsoft has a similar product (deployment toolkit) for Internet Explorer, and
lots of documentation for corporate users (i.e. IT staff). The web page below

Perhaps a separate bug should be opened for a "deployment toolkit" project?
Although it is related to CA Cert inclusion (as the deployment toolkit should
allow for inclusion of arbitrary CA root certs by IT staff), it probably
deserves its own bug.
