cacert isn't going to be included in firefox, because of political issues (cacert being free and all, it would cause major damage to world-wide sales of certificates). Remember, firefox isn't exactly "open", its still being controled and managed by a group of people who are being told what to do.

This issue started YEARS ago and it will continue like this.
