Can you send a notification using "notify-send sometext" in terminal, do you see a bubble when doing that command?

There was no bubble when I ran that in a terminal.

How do I un install the utility that I had to install to run that command?

"bob@bob-laptop:~$ notify-send sometext
The program 'notify-send' is currently not installed. You can install it by typing:
sudo apt-get install libnotify-bin"
