I stumbled upon the same thing that was reported by Reuben Thomas on 08/01/2009. Therefore I changed the status of this bug to »confirmed« now.
The garbled/odd characters in the English package description [1] of »etoys« are visible in the translation template »ddtp-ubuntu-multiverse« (e.g. for Natty) in Launchpad: This is the Squeak image developed for the OLPC project.
