This is kind of intentional, although I agree it produces a strange result. We haven't wanted to include network-manager in the default installation because it isn't stable enough for that yet (although it works for some users).
I suspect we may end up either removing network-manager from the live CD, or else maybe asking a question about it in espresso. I'm not quite sure yet.
