Bug Description
Clicking a link to a file, Epiphany begins download wihtout asking for the destination folder, even if "Automatically download and open files" is unchecked in preferences.

Epiphany 3.2 has improved the preferences label to "Automatically open downloaded files."
I believe Epiphany intentionally doesn't show a pop-up giving a choice of where to download each file since it interrupts the workflow for the majority of users. Anyway, I'm linking to the GNOME bug.
