The bug I ran into in EOG's 'Save As' dialog was very similar to this one. I tried to save an image opened from a web page viewed in epiphany with the only available option 'Save As' . The file I viewed was called fj54oyj45.tmp, trying to save it to a name without file extension proved impossible. To avoid advertently converting the image to another filetype I had to go back and figure out what it was before saving it again.
Eye of Gnome is too focused on file extensions (e.g. .png, .svg, .jpg) rather than mime-type hence this problem occurs both when saving files as when opening them. Theres a bug about that too:
