I can confirm it still happens as of thunderbird 2.0.0.14 (ubuntu 7.10)
I just created a new email with subject set to "テスト" (Japanese, meaning "test"), and only ascii in the body. When I send it doesn't prompt about encoding, and it arrives with the subject changed to "???".
