Emesene Libnotify plugin don't check for actions

Binary package hint: emesene

Emesene Libnotify plugin use actions without check server capabilities. This make problems with Notify OSD that show a fallback message instead notification bubble.

With this patch, default action (click on notification) is set only if notification server support it.

in emesene-crazy there's a (new) plugin based on new jaunty notifications,
so..... :)
