I fix this by next commands:
wget http://archive.ubuntu.com/ubuntu/pool/universe/x/xemacs21/xemacs21-mule_21.4.22-4ubuntu3_i386.deb
dpkg -i --force-all ./xemacs21-mule_21.4.22-4ubuntu3_i386.deb
apt-get -f install
apt remove xemacs21-mule

Hmmm... emacsen-common require xemacs, xemacs21 require emacsen-common, I don't need this stuff at all )) Just finish upgrade.
