@akgrant0710 - I haven't been able to reproduce your issues.
I started with an OEM mode install, installed all the updates currently in Vivid proposed, created a user account with encrypted home directory, confirmed that encrypted swap was working as expected.
Then I changed the /etc/default/grub line to:
GRUB_CMDLINE_LINUX_DEFAULT=""
And then ran `sudo update-grub`.
But for me, I wasn't prompted erroneously for the ecrypted swap passphrase, and the swap was correctly initialized, confirmed with:
$ swapon --summary
When you tested, did you have all the updates from proposed installed? The new ecryptfs-utils package hasn't yet hit Vivid updates.
