I've verified this with a clean install over my old version of Gutsy. I kept my home folder intact though, so I don't know whether that will affect things or not. I got the same message:

A Java Runtime Environment (JRE) or Java Development Kit (JDK)
must be available in order to run Eclipse. No Java virtual machine
was found after searching the following locations:
/usr/lib/j2sdk1.4-sun/bin/java
