This specific issue has already been raised upstream, who has said it's not their problem. They don't consider trying to improve in-band type detection of fillesystems to be a priority. :-(

My recommendation is to move the LUKS detection farther down in the list of filesystem types in vol_id, but it's not clear upstream will be willing to do that.
