Yes, the relevant failure is: dracut[E]: Module 'network-legacy' cannot be installed.

Looking at https://autopkgtest.ubuntu.com/packages/dracut/noble/amd64 all recent runs failed. So this is a bug in dracut (in noble) and not a regression in linux.
