I tried two different complete upgrade approaches:

1. New installation, selecting to get updates during installation -> Installation stuck on 60%, in step: 'Checking packages to remove'

2. New installation, not selecting to get updates during installation, then perform command line upgrade (apt-get upgrade) -> Upgrade completed successfully

Thus, the problem really seems to be outside muon package.
