For OVS the change to the config is ready for review.
On update a user of the former DPDK_OPTS will get the common:

Configuration file '/etc/default/openvswitch-switch'
 ==> Modified (by you or by a script) since installation.
 ==> Package distributor has shipped an updated version.
   What would you like to do about it ? Your options are:

And when looking at it is is obvious what was going on for the user:
