I had the same problem with newly installed 11.04. The problem for me was related to installing dovecot-common without dovecot-imapd (or other protocol support). Enabling the protocols in dovecot.conf without the support libraries causes the error. This is evident when trying to run dovecot directly (instead of upstart scripts), i.e.:

/usr/sbin/dovecot -F -c /etc/dovecot/dovecot.conf

Some better error logging would be very handy...
