I also confirm this bug still present in Kubuntu 7.10 Beta (up-to-date as of 10-01-07).
Using "Open as root" changes ownership of the bookmarks.xml file to "root."
Two temporary workarounds:
1) Open a terminal and manually change ownership of the file back to the user
2) Delete the bookmarks.xml file (although this also removes any custom bookmarks you've created).
