The format hasn't changed. This is a package which should be up-to-date as it contains factual information that tools rely on.

The most pressing problem is that Utopic's release date was too early.

Test some client tools, for example instead of

laney@utopic> distro-info --devel
ubuntu-distro-info: Distribution data outdated.
Please check for an update for distro-info-data. See /usr/share/doc/distro-info-data/README.Debian for details.

you should get

laney@utopic> distro-info --devel
