I got it working with links from Brian Pitts (https://bugs.launchpad.net/ubuntu/+source/displayconfig-gtk/+bug/125941/comments/7). I attach my working xorg.conf. Displayconfig should produce sth. like that.

I'm able to activate my external monitor with following command:

xrandr --output VGA --mode 1024x768_70.00 --right-of LVDS

Gnome panel is flipping to the external monitor which shouldn't, but everything else works without problems.

The key parts are:

- Virtual ...
- Modeline for setting good refresh rates on external CRT monitors

displayconfig-gtk should use new intel driver with new xrandr - that should do the trick for intel graphic cards!?
