When exporting a PNG Cairo picture, a menu should pop up with the desired image dimensions.
This does not happen now with Dia 97-2. What happens now is that a PNG image is generated with default dimensions that are too small by a factor of at least 4, causing most of the image detail to be lost.
A work around is to using PNG(anti-aliased). In this case, a size popup appears and you can specify the image
size. The default values given are too small by a factor of about 4 and you have to increase the number of pixels.
The default values should be calculated based on the smallest features in the images, probably fonts.
A reasonable value would be 1 point of the font should translate to 1 pixel in the export image.

3) What is expected to happen via a terminal:
cd ~/Desktop && wget https://bugs.launchpad.net/ubuntu/+source/dia/+bug/503296/+attachment/4188055/+files/Gamma_ELBARA2_block_090830.dia && dia --nosplash Gamma_ELBARA2_block_090830.dia
File > Export > Determine File Type: Cairo PNG (*.png) > Save
and a Dia PNG Export Options window should pop open > choose the image width and height > Export > open the exported file via Dia and it should look exactly the same.
4) WHat happens instead is that the the PNG Export Options window doesn't pop up. As well, much of the detail of the exported file is lost.
WORKAROUND: File > Export > Determine File Type: PNG (anti-aliased) (*.png) >
multiply the default Image height and Image Width by ~4 to 1600 and 1200 or the image will be missing a lot of the detail > Save
