I don't think this is dhcdbd, could you try running this:

        /usr/bin/dbus-send --system \
                           --dest=com.redhat.dhcp --type=method_call \
                           --print-reply --reply-timeout=20000 \
                           /com/redhat/dhcp/ra0 \
                           com.redhat.dhcp.up
