Interesting; that is the ideal change and has been requested for quite some time.
The reason I understood why it wasn't made was that some things may rely on being able to read the symlink to determine the current timezone.
If we followed suit and made it a real file, we could move hwclock.sh up to somethings like S03 and thus solve the problems.
