Regarding the Suggests downgrade, I filed an FFe before uploading:

Regarding the Vendored-Copy field, I opened a discussion on the MIR rules changes directly as I'd rather have the thing hashed out before changing the rustc packaging. Be assured though that I will follow up on it for rustc: https://github.com/cpaelzer/ubuntu-mir/pull/3/files#r833109362
