Just discovered this issue with 32 bit 10.04 LTS (upgraded from 8.04 LTS in Aug) (20100908). Boot stopped exactly as described in bug description. System normally runs for weeks at a time without reboot, and several upgrades/changes/new programs were applied before restarting--unfortunately not well recorded or defined. Therefore, I don't have good info on what may have caused it.
To fix the problem, followed Chandra's instructions exactly. Booted from Live 10.04 CD and opened a terminal window. May be useful to note that update-initramfs took a relatively long time to complete on my system (probably due to many older kernels still around). Restarting system after following the instructions exactly resulted in a good boot from default (top) kernel.
