On Karmic I did:
dpkg -r devicekit-disks --ignore-depends=devicekit-disks
udevadm trigger --subsystem-match=block --action=change
ls -l /proc ==> empty
Note that the other key factor seems to be that Ubuntu needs to be
installed on disk that is seen as 'removable', e.g. a flash drive.
I haven't tried the above steps on a Lucid install.
