 Thank you. It is however a workaround that doesn't solve the original
issue when trying to install from a local .iso image (using the HVM
template).

Further it is not possible to run an off-line installation (without
internet access)

On the screen that asks for the installation media, choose “Install from
URL:” and enter

|http://archive.ubuntu.com/ubuntu/|
