Comment 1 for bug 397373

This is likely to happen at least for the desktop installer, where it's possible to opportunistically download updates and only install the ones we managed to download in time, so that it doesn't delay installation on slow network connections. Exactly what to do with the alternate/server installer is a bit more questionable, I think.
