Maybe it is possible to do the hack before the step "Installing the base system" reaches 75%:
* "/usr/bin/localedef" is part of package"belocs-locales-bin"
* this package is installed before the process reaches 40%

If you do the "chmod" when the step "Installing the base system" is between 40% and 75% it will prevent the generation of "en_US".
But I did not test, and I am not sure the system is bootable if the "en_US" locale is not generated.

Please report success or failure.
