Darktable is a package that is synced from upstream Debian. Even if 3.0.1 were to land in Debian today, we would need a Feature Freeze Exception (it contains new features) and a Sync Request in order to get it into the repo in time. Unfortunately, that's not likely to happen.
Long story short, it's too late to get it into Focal.
I *might* be able to get it in the Ubuntu Studio Backports PPA, but I'll admit, that's not a priority right now.
