Yes the calling code does wait but it shouldn't have to - it adds an
unconditional delay, where CVS has enough information to /conditionally/ decide
if a delay is needed. In prior CVS versions, this race did not occur, which is
why I've open the bug rather than going 'cvs sucks more' ;)
