I cannot reproduce this problem. I have also an updated Edgy, CUPS 1.2.4 (corrected bug #63707 manually).I have successfully added print queues by starting the gnome-cups-manager from the desktop menus (System/Administration/Printing) or simply the add-printer wizard from the command line ("gnome-cups-add"). In both cases I had a correctly working print queue (HP LaserJet 4050N on the network, TCP/Socket).
Have you tried to add the queue from a privileged user account (user must be in "lpadmin" group, the first user set up at all is in this group, check /etc/group file)?
Did you update from Dapper or did you do a fresh Edgy installation? If you did an update, check whether the first user is really in the "lpadmin" group.
