scaling options do not work for printing pdf files

Bug Description

Hi,

when printing PDF files like

lp -o orientation-requested=4 -o media=a4 -o fitplot map.pdf or
lp -o orientation-requested=4 -o media=a4 -o scaling=100 map.pdf

only rotating works, but not scaling. Printed pages are always way too big. (example attached)

Leaving out the orientation option gives the expected result:
lp -o media=a4 -o fitplot map-3.pdf

It looks like cups pdftopdf is already automatically rotating this input file.

I did not try it without rotation since this was what I started with. Thanks for the hint.
