It seems to be resolved by replacing the cups configuration with the default files. Then you need to log into the web administration system as a user with sufficient rights on the box. It seems to make updates you should probably use the user that has sudo and/or lpadmin rights. In my case, the user which was in LDAP also has sudo and lpadmin rights and that user can log into the web cups admin and make changes.
