You can add the below line to the file /etc/apparmor.d/usr.sbin.cups-browsed :

  /etc/cups/lpoptions r, #line to add. It will allow cups to read lptoptions
  /etc/cups/cups-browsed.conf r,

  /tmp/** rw,
...
