This should not be marked as fixed.
I'm on Ubuntu23.10 (desktop) with several desktop VMs (same OS) and even those that were just installed exhibit the issue with the CPU usate on cups-browsed on snap.
When I try to stop using those, it does not work and I have to reboot:
sudo snap stop cups
sudo snap disable cups

Please reopen the issue
