I'm seeing this too. I'm running Ubuntu 23.10 (Mantic) with cups-browsed 2.0.0-0ubuntu2. This morning I brought my laptop to the university where I work, and when I connected it to the local network, cups-browsed started using 100% CPU, and is still now.

I'll attach the last 2000 lines of /var/log/cups-browsed_log. In this log file, 06:42:45 is the moment when I arrived in my office and connected my laptop to the network.
