@Adam, thanks for doing the tests, but it seems that your log files are still limited to 300 kb. Did you actually remove the "#" in the beginning of the configuration file lines which you have changed? Did you actually stop and restart the daemon?
and then do your testing again and as soon as cups-browsed grabs significant CPU, stop it and attach all files in /var/log/cups-browsed/? If the files are to large for upload, xz-compress them.

Could you do
sudo systemctl stop cups-browsed cups-browsed/ *
sudo rm /var/log/
sudo systemctl start cups-browsed
and then do your testing again and as soon as cups-browsed grabs significant CPU, stop it and attach all files in /var/log/ cups-browsed/ ? If the files are to large for upload, xz-compress them.
