This bug report is about decrypting disks after the root filesystem is already mounted. Please file a separate bug report for the issue you're seeing.

Also, the library dependencies of cryptsetup are expected to be pulled into the initramfs automatically by update-initramfs. Are you using some other non-standard tool to generate your initramfs?
