Sruli, please open a new bug report to analyze your issue. Your problem has probably a different underlying issue.

The output of `cryptsetup luksDump` shows that you use sha1 as hash spec and all hashes and ciphers looks like the default that should not need the legacy library. Can you check if regenerating the initramfs from a live system without adding legcay.so would also fix the issue?
