No. That is a different bug than the one being reported here.

The language is conclusive because you are wrong. There is no way the
workaround you posted can address a problem with missing cipher support in
the openssl included in the initramfs. You should file a different bug
report for your issue, not pile on to a different bug report which is
unrelated to the issue you're experiencing.
