I upgraded this Ubuntu 16.04.2 installation through all LTSes to Ubuntu 22.04. The upgrades went fine and Ubuntu 22.04 booted correctly:

$ lsinitramfs /boot/initrd.img | grep -E 'lib(ssl|crypto)'
usr/lib/x86_64-linux-gnu/libcrypto.so.3
