Bug Description

hello.
i recently switched to the dvorak keyboard-layout

but, the virtual terminals AND the login screen are still using qwerty.
as a result, if i need to drop back on the console, i need to use qwerty,

i did already a lot of googling, but the advice seems outdated. i have already tried:
- using the keyboard-settings GUI
- sudo dpkg-reconfigure console-setup
- sudo dpkg-reconfigure console-tools
- sudo dpkg-reconfigure xserver-xorg

i am currently running ubuntu 11.04 BETA

sudo dpkg-reconfigure console-data
does the trick, but it won't survive a reboot.

converted question to bug report, bug report description:

problem:
if you chose a different keyboard layout after installation. it wil only affect the GUI components. a virtual terminal(cntrl+f1) will still use the old layout.

as a result, dropping back to a console will be impossible because that is still using the old keyboard-layout.

Steps to reproduce:
1. install ubuntu using qwerty.
2. after installation, chance the keyboard layout to something like dvorak. (try this with the GUI as wel with the CLI)
3. drop to console, try to login

This was filed against the wrong driver package. -keyboard is no longer maintained; keyboards are managed via the -evdev driver now. However X doesn't manage the console keyboard settings. Moving to console-setup which might be a more appropriate target.

I have the same issue as well.

I use Ubuntu 11.04 after updating from 10.10.

I used dvorak layout but switched back to qwerty.

I did next steps:
1. Changed layout in system settings
2. Reconfigured via: dpkg-reconfigure console-data and select qwerty
3. Changed dvorak to qwerty in /etd/default/keyboard

After first step I got correct encoding in working session of Unity.
Second & third step provides me with correct keymap on login splash window.

But console(Ctrl-Alt F1-6) wasn't fixed.
Keymap in console changes after reconfiguring, but doesn't survive after reboot.

If I issue "sudo loadkeys us", it fixes issue, but again doesn't survive reboot.

I have no clue, how to fix this issue. Maybe somebody can provide me with hint?
