Ran into this today on a relatively fresh (~1 week) install of 18.04. Running "sudo kbd_mode -s" in terminal fixed it immediately. I think we just need someone to test/refresh the originally submitted patch and this can finally be fixed. (In the man page for kdb_mode: Note that in some obsolete versions of this program the "-u" option was a synonym for "-s".)
