I didn't put it in myself, this was a clean install of jaunty alpha 5.
I think it was done like this:
- System > Preferences > Keyboard > Layouts
- Clicked "Layout options" .
- Keys to change layout > "Alt+Shift" and "Both Alt keys together" are the only ones checked
- Clicked "Close" and "Apply System-wide"
