At the peril of adding another Me Too comment, this happened to me on 18.04.1

sudo kbd_mode -s

has fixed it for me.

There are two relevant things that I have been running on my system before this happened.
 1) I have synergy installed, to share my keyboard and mouse to another computer (installed recently)
 2) I was playing with /dev/uinput [0]
